Bandon Murderer Raymond Allen Perkins has a Parole Hearing Scheduled for June 21, 2023

There was an interesting post about Raymond Allen Perkins on FB that was very disturbing.

I worked at Coos County Juvenile Department for 10 years. Specifically Juvenile Detention located on 1st floor of the jail. One case haunts me and my ex-partners, RAYMOND ALLEN PERKINS. You civilians will Google him and read he killed a psychiatrist from Bandon. Judith Elman was 52. She believed in the connection of physical fitness and mental health, and was an amazing asset to our area. She was running in Bandon on the beach when Perkins hit her on the back of the head with a piece of driftwood, raped and killed her. THIS WAS A LIE! Newspapers never reported correctly. PERKINS hit her with driftwood and killed her THEN he raped her dead body. He was 14 at the time. Further information of his "fort" having many womens underwear he stole; as well as, other trophies were found. He stalked and befriended Elman. You will also read he had an IQ of 80. Remember this was the defenses evaluation. PERKINS was in Detention (Juvenile Jail) for 365 days. This is the legal limit any Juvenile can remain detained prior to sentencing. So many details i will hold back because it is horrific. He was sentenced under Measure 11 (Mandatory Minimum Sentence) not to be released until 2032. No Parole and Absolutely no chance of early release.

PERKINS was a manipulative groomer. He tried grooming other juveniles. He attempted to groom staff, who documented. He is A CLEAR AND PRESENT DANGER TO SOCIETY.

Our old Governor Kate Brown decided PERKINS should be granted Clemency. Brown clearly doesn't care about Coos County. Now she says release this animal back to his community. He will return. His family is here. Here is her entire list of prisoners she wants to release. THEY ALL ARE HORRIFIC, AND ALL HAVE VICTIMS.

I called DOJ and PERKINS is still in prison at this time. The Officer, who I will not name due to cancel culture, looked up PERKINS in the computer. He kept saying, omg he is one of the worse ones he has seen. He double checked and stated he was in fact on the list to be released, but no date was given. The Officer thought that was "odd."

Kotek is now Governor and pushing this agenda. I beg for people to flood the Governor's office and DOJ. He is not a poor kid that deserves a second chance. Predatory Sex Offenders do not rehabilitate. PERKINS was created. He was not born a predator. His hard wiring will not change. THIS COMMUNITY SHOULD BE AWARE AND ON GUARD WHEN HE IS RELEASED.

Greetings:

As to Mr. Perkins, in October 2021, Governor Brown put him on a list of juvenile offenders that she would allow the parole board to review their cases and decide if they should be released. Three DA’s filed a lawsuit arguing that the governor did not have the authority to “delegate” her commutation power to the parole board. A Circuit Judge agreed and issued an order stopping the hearings.

 The governor, through the Oregon Attorney General, appealed that decision. The Oregon Court of Appeals reversed the trial court decision and basically said that when it comes to the governor’s authority to commute a sentence or to grant a full pardon, the governor can do whatever she wants and use whatever method she wants to decide whether to commute or pardon someone. The Oregon Supreme Court declined to review the case.

 What that means is Mr. Perkins will have a parole hearing. That is scheduled for June 21, 2023. It is not a given that parole will be granted. (I just recently participated in a parole hearing for Jason Dizick – in the early 1990’s he robbed and cut the throats of two people at what was then known as the Ammo Bunker. Fortunately no one died, but the board just held that they believed Mr. Dizick was still dangerous and denied him parole at this time. He can apply again in two years.)Those hearings have strict rules of procedure which does not allow for general public comment during the proceeding. Also, by law, the parole board is only allowed to consider certain things when making its decision. By law I will be allowed to speak and so will the family of Dr. Elman, the victim of the homicide. I have already told the parole board that I will appear at the hearing. Dr. Elman’s family has also indicated that they will participate.

 Per the request of the parole board, I have supplied to them the police reports, psychological reports and a transcript of the waiver hearing held. Also included was the written decision/opinion of Judge Barron ruling in favor of our request to put Mr. Perkins in the adult system.

 As to your question, I do not know if the current governor has the authority to deny Mr. Perkins a parole hearing and overrule the previous governor. While everyone is free to write the governor and let her know their opinion on the matter, my guess is as good as yours whether that will have any effect on the governor. I do not think writing the parole board with an opinion is a viable option as I am pretty sure that the law would not allow them to take those letters into consideration.
