Annie Kallen

Annie ives and works in Portland, Oregon, where she is active with the Multnomah County Libertarians. She is the president of the nonpartisan Equal Vote Coalition and is a chief petitioner on the STAR Voting for Oregon ballot initiative, with the goal of bringing better voting to Oregon. She served on the Multnomah County Charter Review Committee in 2021-2022. In her free time, she dances and sews.

Lars Jefferson

Lars is a musician and music educator. He serves as treasurer for Set Oregon Free.  He found his way to the Libertarian Party of Oregon after the 2020 ’summer of love’, events which left him politically homeless and completely disaffected to politics as usual.

Establishes ranked choice voting as voting method for selecting winner of nomination for and election to offices of President of United States, United States Senator, Representative in Congress, Governor, Secretary of State, State Treasurer and Attorney General. Authorizes cities, counties, metropolitan service districts and local government and local service districts to elect to use ranked choice voting to nominate or elect candidates for relevant offices. Requires Secretary of State to establish program to educate voters about how ranked choice voting will be conducted in elections held in state. Prohibits nominating election Moves election] for Commissioner of Bureau of Labor and Industries. Requires election for commissioner to be held at primary election to general election], where election is conducted using ranked choice voting. Requires Secretary of State and county clerks to jointly submit reports to Legislative Assembly setting forth analysis of whether existing laws are inconsistent with effective and efficient implementation of ranked choice voting and detailing, to degree practicable, each expenditure secretary and county clerks must make to successfully implement ranked choice voting. Becomes operative on December 10, 2026. Refers Act to people for their approval or rejection at next regular general election.

KEY FINDINGS

  • Ballots in ranked-choice voting elections are more complex than traditional "one-person, one vote" elections.

  • Exhausted ballots in ranked-choice voting races silence the voice of significant portions of the electorate.

  • Districts using ranked-choice voting have lower voter turnout rates.

  • Ranked-choice voting changes and delays the election counting process.

THE BOTTOM LINE: Lawmakers should ban ranked-choice voting at all levels of government.
